Federal govt to bear expenditures of terror hit areas

Friday January 08, 2010 PAKISTAN:-Prime Minister Syed Yousuf Raza Gilani has issued 17 billion rupees for the Malakand division for people who were killed in durring war in terror at terror hit area.Prime Minister has said that the federal government will bear the expenditures of terror hit areas.

He said the government launched military operation against terrorists with complete consensus and reconciliation by getting all the political parties united and the whole nation is united with it, which he termed big achievement of the government.

He said restoration of affectees is unique example in the world and best crop of wheat and rice is wonderful success, adding, sugar issue would be resolved soon and new projects have been started for resolving the power crises.

"No war could be won without the support of nation and our armed forces and institutions have the complete support of the nation and this is why we are achieving success", he added.

Appreciating the people of NWFP accommodating millions of affectees, he said they accommodated millions of people in their homes by following the teachings of Prophet (PBUH) and served them, which is exemplary.

Paying rich tributes to officials of security forces for sacrificing their lives, he said their names would be remembered in golden words because they sacrificed their lives for our future and coming generations.

"The war on terror is being fought freely but billions of rupees are spent on it and it is happening because of best planning", he pointed out.

Referring to consensus NFC award, the Prime Minister said: "the government succeeded in giving the gift in form of consensus NFC award through its reconciliation policy as dictator failed to do so, because only democratic people can do so", he remarked.

About the sugar crises, he said the government has fixed sugar price as Rs. 45/kg but the issue is due to some reasons but we will restore it and sugar crises would not be allowed.

We have taken some practically steps and the country is also facing power and gas crises, which will be resolved through strategy but not by money, Gilani said and added that we needed some time because if had the previous government started projects, then it would not have faced such crises today.

He said we have started work on projects and hoped the government would succeed in overcoming the gas and power crises.

According to him, the government has divided the terror hit areas into three categories; first category included Bajaur Agency, Mohmand Agency, Khyber Agency, Orakzai Agency, Kurram Agency, North and South Waziristan of FATA, Malakand of PATA, Swat, Buner, Shangla, Upper and Lower Dir and settled areas, including Hangu, Bannu, Tank, Kohat and Chitral, 2nd category included less affected areas Charsadda, Peshawar, Dera Ismail Khan, Battagram, Lakki Marwat, Swabi and Mardan and 3rd category included Nowshehra, Haripur, Abbott Abad, Mansehra, Kohistan.


Gilani said if the taxpayers of category-1 and 2 paid their old taxes with areas and custom duties by June 30th, 2010, then they would be declared exempted from fine and surcharge and also they would not have to pay tax on electricity and withholding tax on units.


He also announced remission of tax and custom on export in these areas and also federal excise duty on other items except cement, sugar, drinks and cigarettes and also sales tax on these items.


The Prime Minister also announced remission of 50 percent exemption for category-2 areas from Jan 30 in sales tax and federal excise duty and announced facility of payment of taxes in easy installments for all the three regions.


Announcing exemption of electricity and gas bills in Malakand division from May to September 2009, he said the State Bank is planning to announce various incentives for the restoration of business and industrial units, under which mark up would be decreased.


Waiving 2.66 billion loans under the Prime Minister package of small farmers in FATA and Malakand, he said the State Bank will start credit scheme card of worth 1 billion rupees for the traders of small and rural areas and small loans of Buner, Swat, Malakand and Chitral would be waived off.


Referring to power outages in the country, he directed the NWFP Chief Minister to fix timings with MD PEPCO, under which load shedding would be carried out.


About provision of sui gas, he said the line member of SNGPL would be from NWFP, adding, with the establishment of CRB Bank Kinnal in Dera Ismail Khan would generate millions of job opportunities, which would help in overcoming unemployment.
